A Memphis man who police say put on a disorderly display Tuesday night has been arrested for indecent exposure.

According to a police affidavit, officers on patrol Downtown saw Franklin Simpson, 60, with his pants unbuttoned and pulled down in front, “making sexual gestures and thrusting his pelvis in the air.”

When the officers stopped to talk with Simpson at Third and George W. Lee, his pants fell to his ankles, police said.

Simpson has been arrested four times this year on charges including indecent exposure and disorderly conduct.

He’s pleaded guilty to disorderly conduct once, but prosecutors dropped the charges after his other arrests. [source]
